A 30 FPS cap can avoid rendering frames that a 40 FPS target requests, but the battery gain is not a fixed percentage. If the game misses 40 frequently, the higher target may consume more power without delivering consistent motion. Compare frame pacing and total draw together.

Plan travel power without a fake runtime promise

A power bank needs sufficient USB-C Power Delivery output and enough stored energy in watt-hours. Those are different checks.
